A. At the beginning of each school year, English
language proficiency will be determined for every ELL student within
the first 30
days of school. This may be accomplished in one of the
following ways: a) for incoming students who have no records
of English language proficiency current within the last school
year, language proficiency will be assessed using the W-APT
screener. b) for incoming students who have records of
English language proficiency within one school year using the ACCESS
for ELL’s test that score
will be used. c) for returning students whose ACCESS
for ELL’s scores are current within the past school year, that score
will be used.
After the initial enrollment of students at the start of school each
year, ESL students who enroll in the district with no record of English
language proficiency current within the last school year will be tested
using the W-APT screener within two weeks of enrollment.
Others will follow the steps above.
B. Procedure for Assessment of
English Proficiency: If a child is to be assessed
for language proficiency, the W-APT (WIDA ACCESS Placement Test),
will be
administered. The ESL teacher or designee, school guidance
counselor, district ESL Assessment Coordinator or district ESL
Consultant will administer this test to assess the ability of the
identified students in listening, speaking, reading and writing
competency. Based on test results, English proficiency will be
determined using a six level system. Preschool
students will not be assessed.
C. Summary of Initial
Identification Process:
Warren County Schools will implement uniform procedures for the
identification of all English Language Learners. The
first step in identifying English Language Learners is to ensure
completion of the proper enrollment and registration
process. All students regardless of race, ethnicity, or
language must complete the Home Language Survey at the time of
registration. If students
are identified as potential ESL students through that process, the
student and family will be referred to the Intake Center, 554
Morgantown Rd. for enrollment and screening.
Procedures for Initial Identification:
Step 1: All students who register at school complete the Home
Language Survey.
Step 2: Students whose Home Language Survey indicates a
non-English language background are determined to be ESL and referred
to Intake Center for enrollment and assessment.
Step 3: Intake staff determines that current assessment results
indicate the student's English language proficiency, or that the child
must be screened.
Step 4: If the child is to be screened, the Intake Center screens
the child during the enrollment interview with parents.
Step 5: Child with completed screener and enrollment paperwork is
sent back
to the school to be enrolled in school, including all classes and ESL
services as
appropriate. The Program Services Plan is developed at the school.
