The third step is student placement.
Warren County Schools will use the results of the W-APT screener or
ACCESS for ELL’s (current within the last school year) to determine
program placement. The purpose of
assessing potential ESL students is to determine their English
proficiency level. The results of the assessment will
determine placement into one of six proficiency levels:

The Test Administration Manual for the W-APT and ACCESS for ELL’s gives
detailed information on how listening, speaking, reading and writing
scores are compiled to determine the composite score.
Summary of Placement Procedures
Step 1: If current information on English Language Proficiency is
not available, the ESL Teacher, Guidance Counselor, or designee,
District ESL Consultant or District ESL Assessment Coordinator
administers and scores the W-APT, Kentucky’s approved English language
screening assessment.
Step 2: The ESL teacher, Guidance Counselor, or designee,
District ESL Consultant or District ESL Assessment Coordinator
evaluates the student’s test results according to the ACCESS for ELL’s
criteria or comparable W-APT criteria and establishes English
Proficiency Level.
Step 3: The ESL teacher, Guidance Counselor, or designee notifies
the principal of program eligibility and English proficiency
level. This information is recorded in Infinite Campus.
Step 4; The ESL teacher, Guidance Counselor, classroom teacher
and other appropriate staff meet to develop the Program Services
Plan. The parent may be included in this meeting. This plan
includes information on English-language learning goals,
modifications in mainstream classroom instruction, and CATS assessment
modifications.
Step 5: The principal or designee reviews the ESL teacher’s
placement recommendation and plan for the student’s instructional
program. The principal or designee also notifies the
parent/guardian of the student’s placement (www.transact.com
- Determination of Student Eligibility) in the ESL program and
establishes a process for explaining the Program Services Plan to the
parent.
This notification occurs within 30 days of school entry
at the beginning of the school year, or within 15 days of school entry
during the school year.
Step 6: If the parent/guardian of a student found eligible for
ESL services disagrees with the proposed instructional program, the
parent must sign a waiver of services (www.transact.com - Waiver
Refusal for ESL Program). Students in this category are still
considered ELL for accounting purposes, but do not receive services,
Program Services Plans, or CATS assessment
modifications. They do take the ACCESS for ELLs
annually until they are determined to be Fully English Proficient.
