EXIT CRITERIA

    The final step is exit from the program.  The ACCESS for ELLs and CATS results will be used in combination with teacher information to determine recommendation for program exit.  Determination of exiting English Language Learner status will be made for each student at the building level.  The following criteria will be used as a measure to determine if the student is ready to exit the program:

A.  Student achievement of competency in the basic skill areas of listening, speaking, reading and writing in the English language.  This is measured by the ACCESS for ELLs and requires an overall proficiency score of Level 5 with a Literacy composite score of 4 or great on a Tier B or Tier C assssment.  Students may not be exited based on W-APT screening scores.    Students may not exit after Kindergarten, regardless the proficiency level.    When a student is ready to be considered for exit from the ESL program, assessment scores from the ACCESS for ELLs (at proficiency level 5 with a Literacy composite score of 4 or greater on a Tier B or Tier C assessment) will be used in making a determination of exit, along with the following:

1.    The student achievement on standardized achievement tests within normal range for grade level on CATS.

2.    Student maintenance of academic achievement commensurate with peers in same grade.

3.    Student ability to complete required course work at grade level without modifications other than those made for English-speaking students.

Kindergarten students may not exit ELL services, regardless the ACCESS score.    They must remain in services through grade 1, and take the grade 1 ACCESS.    They may exit services or continue in services based on those test results.







    Annually the school staff will review the progress of each ELL student to determine appropriate continuation or exit from the program.  The principal and teacher will work in conjunction with the parents or sponsor and any other school personnel involved in direct instruction to the student.  Counselors of secondary students will work with teachers to consider special needs and educational growth of each student.  Exit score documentation  will be placed in the records (green folder) maintained by the ESL teacher as part of the student’s ESL file.  Parent will be notified of exit (www.transact.com - Exit Notification Letter).    Student data on exit will be entered into Infinite Campus at the beginning of the next school year.   The folders of exited students will be sent to the Intake Center for storage.

B.   All Kindergarten students for whom a language other than English was indicated on the Home Language Survey upon enrollment will take ACCESS in the Spring of the Kindergarten year.   They must also take ACCESS at the end of grade 1.  Any of these students who score at Proficiency Level 5 with a Literacy composite score of 4 or higher  on a Tier B or Tier C assessment at the end of grade 1 may be exited.
