ENROLLMENT AND IDENTIFICATION

A.    The first step in meeting federal requirements is to identify all students who qualify for ESL services. Every new enrollee in the Warren County Schools will complete the Home Language Survey as a part of the enrollment process for Warren County Schools.    The Home Language Survey form is available through http://www.transact.com  in multiple languages. The person in each school who enrolls new students is responsible for the accuracy of information on the enrollment forms including the Home Language Survey.  If all language-related questions  on the Home Language Survey are answered as English, that information is entered with general demographics on the student in Infinite Campus, and English is determined to be the primary language.

B.  Any student who answers other than English to any of the language-related questions on the Home Language Survey is determined to have a non-English language background, and is referred to ESL staff for enrollment and screening through the Intake Center, 554 Morgantown Rd..   That student is entered into Infinite Campus as an ESL student.    
 
C.    For students already enrolled in school and identified to the principal by teaching staff as being possible English as a Second Language students, the Home Language Survey will be sent home with the student, requesting that the parents indicate whether a language other than English is spoken at home.  If the survey is not returned within a week, a follow-up will be made by a school official, either by phone call or home visit, or the teacher may complete the form.

D.  Home Language Surveys of all ESL students are sent to the ESL teacher. Each of these students will be screened for English proficiency, using the WAPT. 

E.   Students who pass the WAPT screener will be determined to be Initially Fully English Proficient and that data will be entered in Infinite Campus.

F.   Students who do not pass the WAPT screener will be determined to be English Language Learners;  the federal designation is Limited English Proficient.   That data will be entered in the Infinite Campus sytem.   A green folder that is part of the student’s cumulative records folder is set up for each ELL-identified student at the time of assessment for eligibility.  The Home Language Survey will be kept on file at the school as part of student information and documented in the green ESL folder.
