Students are evaluated annually for English Proficiency. The
Program Services Plan is updated, or the student is exited from
services. Parents are informed of the child's progress in
learning English and receive ACCESS score reports.
Warren County Schools will assess annually all English language
learners and potential ELL students using the ACCESS for
ELLs and recommend program placement based on the assessment
results. All ELL-identified students grades K – 12 will
participate in this
process. This annual test will also determine that the adequate yearly
progress required by federal law is maintained for every
student. Students in grades K – 12 will participate in
annual assessment; preschool students will not.
Kentucky does not allow students to exit on the ACCESS test given in
Kindergarten. Therefore, every identified ELL student in
Kindergarten is automatically identified as ELL in grade 1, regardless
of English language proficiency.
Parents have the right to decline ESL services for children;
parents do not have the right to opt out of the annual ACCESS
assessment.
Procedures for the ESL Student Annual
Assessment:
Step 1: The ESL teacher, Building Assessment Coordinator,
District ESL Consultant or District ESL Assessment Coordinator
coordinates and conducts the annual ESL assessments for all students
identified as Limited English Proficient. This is administered
between January 2, 2012 through February 10, 2012 by certified test
administrators. All ELL-identified students grades K – 12
participate in annual assessment.
Step 2: All students who are identified as ELL in
Kindergarten will remain identified as English language learners
through grade 1. They will
take ACCESS at the end of grade 1. Their exit or
proficiency status will be determined at that time.
Step 3: The Building Assessment Coordinator works with the
District Assessment Coordinator to mail assessments for
scoring. When scores are returned, they are given to
the ESL teacher, who works with the Infinite Campus clerk to enter
the data into
the Infinite Campus Data system monthly, with all data completed
and
accurate no later than May 22, 2012.
Step 4: The ESL teacher, Guidance Counselor, or designee
determine whether the student’s Program Services Plan is still
appropriate or needs modification. Program Services Plans
are rewritten or updated annually.
Step 5: A
team including the ESL teacher, Guidance Counselor, Principal, and a
classroom teacher meet to develop Program Services Plans for the coming
school year. Each building will develop a procedure for meeting and
sharing information with parents. Parents receive copies of
assessment results and Program Services Plan annually.
Step 6: Any students who are to exit as Fully English Proficient
are exited from Infinite Campus on the first day of the new school year
– i.e.,
August 9, 2011.
Step 7: In the case of students who are transferring schools
because of transitions from gr. 6 to gr. 7 or gr. 8 to gr. 9:
1) The sending school develops the
Program Services Plan.
2) The sending school provides the
receiving school with a list of students who are exiting.
3) The receiving school principal
reviews Program Services Plans and signs them.
4) The receiving school reviews the
Program Services Plans and distributes copies to pertinent staff.
The student’s qualification as an English Language Learner
will be kept in the central recording file maintained by the Director
of Pupil Personnel on Infinite Campus. All
information in Infinite Campus is
uploaded to
Kentucky Department of Education daily, so that the state has a current
list of all ELL students and their demographic information.
All students who have been identified as English Language Leaners
will be assessed annually in a
testing window established by Kentucky Department of Education as part
of CATS assessment. This will occur even if the family declines
ESL services for the eligible child. For the 2011-12
school year, this
window is January 2, 2012 – February 10, 2012. Students who reach
Level 5 with a Literacy composite score of 4.0 or higher on either
ACCESS Tier B or Tier C (i.e., exited from ESL services) will be
considered
a part of the ELL
cohort for CATS assessment only. They will not participate
in ACCESS for ELL’s testing, receive a Program Services Plan, or have
modifications on CATS assessment.
